How to Combine Scans, Photos and Word Files into One PDF
Convert photos and Word files to PDF first, give every file a two-digit prefix in the order the organisation wants, then merge and fix individual pages in Organize Pages. Resize everything to A4 if sizes are mixed, compress only if the file is over the limit, and add page numbers and bookmarks last, because merging, resizing and compressing all remove bookmarks.
Plan the pack before you touch a tool
Visa applications, insurance claims, university admissions and tenancy references all tend to ask for the same thing: one PDF containing everything, in a stated order, under a size limit. What you actually have is a mix: a form you filled in as a Word document, a bank statement downloaded as a PDF, a payslip scanned on an office copier, and a few phone photos of receipts or damage.
The order you do the steps in matters more than any single tool, because several steps rebuild the file and throw away things added earlier. Bookmarks disappear when you merge, resize or compress; selectable text disappears when you compress. Doing the work in the sequence below means nothing has to be done twice.
Start by writing down the order the organisation wants. If their checklist says "1. application form, 2. passport, 3. proof of funds, 4. supporting letters", that list is your table of contents. If they give no order, use the one a reviewer would expect: the form first, identity documents next, then evidence grouped by topic and sorted by date.
Step 1: Convert everything to PDF first
Merge PDF combines PDF files only, so anything that is not already a PDF needs converting before it can join the pack.
Photos and screenshots
JPG / PNG to PDF accepts JPG and PNG. Other formats, including HEIC photos from an iPhone, WebP and TIFF, will fail. Apple's support page on HEIF explains that iPhones can shoot in a Most Compatible mode (Settings > Camera > Formats) that saves new photos as JPEG, and that photos shared by AirDrop, Messages or email may be converted to JPEG automatically. For photos you already took, emailing them to yourself is often the quickest way to get JPEGs.
Before converting, crop each photo to the document edges in your phone's editor. A receipt photographed on a kitchen table is mostly table, and every pixel of it ends up in the PDF. When converting, choose the A4 page setting (or US Letter if the recipient is in North America) so each photo lands centred on a standard sheet instead of becoming a page the odd shape of the photo.
Word documents
You have two routes. Word itself can export a PDF on your computer: Microsoft's instructions are File > Save a Copy (or Save As), then choose PDF as the file type. Its options can also build PDF bookmarks from your headings, which is useful for a long statement or cover letter. Alternatively, Word to PDF converts .doc and .docx in one step, but unlike the other tools here it uploads the file over HTTPS through PDFora's relay to CloudConvert, which deletes it after processing. For a form containing passport numbers or medical details, exporting from Word locally keeps the file on your machine.
Either way, open the resulting PDF and check that no heading has dropped to the bottom of a page and that tables still fit the width. Fixing layout in Word now is far easier than fixing it in the finished pack.
Step 2: Name the files so the order is obvious
Rename every PDF with a two-digit prefix that matches its place in the pack. Two digits matter: on many systems a file called 10-... sorts before 2-..., while 02-... and 10-... sort correctly. A typical claim pack might look like this:
| File name | Came from | Converted with |
|---|---|---|
01-claim-form.pdf | Word document | Word export or Word to PDF |
02-policy-schedule.pdf | PDF from the insurer | Already a PDF |
03-photos-damage.pdf | Six phone photos | JPG / PNG to PDF, A4 page |
04-repair-quote.pdf | PDF from a contractor (US Letter) | Already a PDF |
05-bank-statement.pdf | Downloaded, password-protected | Unlock PDF, then as is |
06-receipts.pdf | Paper receipts scanned on a copier | Already a PDF |
Put them in one folder with nothing else in it. Now when you select them all, the file picker shows them in pack order, and if anything is out of place you can see it at a glance.
Note the bank statement. Banks often encrypt statements with an open password, and PDFora's page tools cannot read the content of an encrypted file correctly. Run it through Unlock PDF with the password the bank gave you first, and protect the finished pack at the end if it needs protecting.
Step 3: Merge, then fix the page order
Drop all the files into Merge PDF together. Check the list against your numbers and drag any row that is out of place; the top row becomes page 1. The tool copies pages without re-rendering them, so text stays selectable and the merged file weighs roughly the sum of its parts. Download merged.pdf and rename it to something the recipient will understand, such as Surname-claim-2026.pdf.
Merging puts whole files in order, but problems inside files are common: a double-sided scan with the back pages at the end, a sideways landscape table, a blank separator page from the copier. Open the merged file in Organize Pages to see every page as a thumbnail. Drag pages into place, rotate the sideways ones, and mark blanks for deletion. It is also the moment to remove pages the recipient did not ask for, such as the terms and conditions pages of a bank statement, unless the instructions say to send complete documents.
Step 4: Make the page sizes match
A pack built from different sources usually mixes sizes: A4 forms, a US Letter quote, photo pages. On screen that looks untidy; when printed, the printer may stop to ask for different paper, and page numbers added later will sit in different places on different pages.
Resize PDF puts every page on one standard sheet. A4 is 595 by 842 points (210 by 297 mm); US Letter is 612 by 792 points (8.5 by 11 inches). Each page is scaled to fit inside the new sheet, keeping its proportions, and centred, so a Letter page placed on A4 is shrunk very slightly and picks up a narrow white margin above and below. Nothing is cropped. Text stays as text because pages are embedded as vector content.
Resizing builds a fresh document, so clickable links and fillable form fields do not survive it. If the claim form had live fields you want the recipient to keep, ask whether they accept mixed sizes and skip this step. Otherwise, a flattened, uniform pack is usually what an office wants.
Step 5: Compress, then number and bookmark
Compression comes after every step that changes which pages are in the file, because it is the step that most changes the pages themselves. Compress PDF re-renders each page as a JPEG: about 162 dpi on Low, 124 dpi on Recommended, and 97 dpi on the strongest setting. Scans and photo pages shrink dramatically; pages from a Word export can actually grow, and their text stops being selectable. Recommended is a sensible default for a pack that will be read on screen. Zoom in on the smallest print, such as a policy number or a stamp, before accepting the result.
Only compress if you need to. If the pack is already under the upload limit, skip it and keep the sharper, searchable original. If the recipient needs to search the text after compression, OCR PDF can add a recognised text layer back.
Then add the finishing touches. They are quick, and the earlier steps would strip or blur them, so they go last:
- Page numbers. Page Numbers stamps every page, including the first. The "1 of N" format makes a missing page obvious to whoever reviews the pack. The stamp font covers Western European characters only, which does not matter for plain numbers.
- Bookmarks. Open the file, note the page where each section starts, and type a list such as
1, Claim form,3, Policy schedule,5, Photos of damageinto Create Bookmarks. Reviewers can then jump between sections from the sidebar. Bookmarks go after compression because compression removes them.
If the pack must be password-protected, do that as the final step of all and send the password separately.
Final check before you upload
Open the finished file in an ordinary PDF reader, not the tool you used, and go through this list:
- The page count matches what you expect: add up the pages of each source file and subtract any you deleted.
- Every section is in the order the organisation asked for, and each bookmark lands on the right page.
- No page is sideways, upside down, blank or duplicated.
- The smallest important text, such as reference numbers, dates and signatures, is readable at 100 percent zoom.
- The file size is under the stated limit with some margin; portals sometimes measure megabytes differently from your computer.
- The file name is meaningful and contains no characters a portal might reject, such as slashes or emoji.
- Nothing is included that you did not mean to send, such as a full bank statement when only one page was requested.
Keep the individual numbered source files in their folder until the application is accepted. If the organisation asks for one document to be replaced, you can swap that file and rebuild the pack in a few minutes instead of starting over.
Frequently asked questions
Why did my bookmarks disappear after compressing?
Compress PDF rebuilds each page as an image, so the new file has no bookmarks, links or selectable text. Add bookmarks after compressing, not before.
Can I merge an iPhone HEIC photo directly?
No. JPG / PNG to PDF accepts JPG and PNG only, so switch the camera to Most Compatible or share the photo in a way that converts it to JPEG first.
What if one of my PDFs is password-protected?
Unlock it first with the password you were given. Encrypted files cannot be merged correctly, and you can protect the finished pack afterwards.
Should I resize to A4 or US Letter?
Use whatever the receiving organisation uses for printing: A4 almost everywhere outside the US and Canada, US Letter within them. If unsure, A4 is the safer international choice.
Does merging reduce quality?
No. Merge copies pages without re-rendering them, so quality is unchanged and the size is roughly the total of the source files. Only compression lowers image resolution.
